In 2016, a significant UFO-related document was leaked, revealing the existence of a classified program studying a UFO of extraterrestrial origin. This leak is regarded as one of the most important in recent years, shedding light on secret government investigations into unidentified anomalous phenomena (UAPs) and advanced non-human technology.
UFO researcher Richard Dolan described it as one of the most significant UFO-related document leaks in recent years. In 2016, a 15-page document surfaced from the estate of former Apollo astronaut Edgar Mitchell following his passing. The document contains a transcript of a conversation between Thomas Wilson—a U.S. Navy Vice Admiral and former Director of the Defense Intelligence Agency (1999–2002)—and Eric Davis, an astrophysicist specializing in exotic propulsion systems at EarthTech International, a technology think tank based in Austin, Texas. This transcript reportedly confirms the existence of a highly classified program dedicated to studying non-human technology.

The conversation took place on October 16, 2002, with Dr. Eric Davis documenting the meeting the same day. The two met at 10 a.m. in a private area behind the EG&G Special Projects building. Vice Admiral Thomas Wilson arrived accompanied by two Navy officers in uniform. The meeting lasted over an hour, during which they sat in the back of Wilson’s car. According to the notes, Wilson appeared visibly nervous. He had agreed to the meeting on the recommendation of a mutual colleague.
Dr. Davis began by questioning Wilson about a specific event. On April 9, 1997, Wilson had been briefed by Dr. Edgar Mitchell, Dr. Steven Greer (founder of the Disclosure Project), and U.S. Naval Reserve Commander Willard H. Miller, a senior military advisor to Greer. The Disclosure Project had compiled testimony from numerous whistleblowers attesting to the existence of extraterrestrial life, recovered spacecraft, and clandestine programs aimed at reverse-engineering alien technology. Their goal was to alert key officials to the activities of highly classified and unacknowledged organizations operating outside standard oversight mechanisms.
At the time of the 1997 briefing, Wilson was serving as Deputy Director of the Defense Intelligence Agency (DIA) and Vice Director for Intelligence (J-2) under the Joint Chiefs of Staff, a role he held from November 1994 to September 1997. This position is among the most senior in the U.S. government concerning intelligence operations. Before the briefing, Dr. Greer provided Wilson with a document listing various code names related to these covert programs.

The admiral proceeded to conduct inquiries based on a suggestion from General Marshal Ward. He was advised to search the records of the Office of the Under Secretary of Defense for Acquisition and Technology (OUSDAT). In May 1997, he met with William Perry, the recently retired Secretary of Defense. During their discussion, Perry mentioned the existence of “a special projects record group not associated with conventional Special Access Programs (SAPs), but rather a distinct subset of unacknowledged or waived programs.” These programs, he explained, were deliberately concealed within traditional SAP structures. Following this lead, Wilson discovered a program along with its budget information. When Davis inquired about the entity managing the program, he asked, “Who is the project contractor or the U.S. government agency overseeing it?” Wilson responded that it was “an aerospace technology contractor, one of the top firms in the United States.” However, he declined to provide further details.

Wilson recounted that he made three calls to the program manager. One of these was a conference call involving the manager, the program’s security director, and the corporate attorney. During these exchanges, Wilson demanded to be “read in” and formally briefed on the program. “I demand a formal briefing,” he insisted. Approximately ten days later, a face-to-face meeting took place in a secure conference room within a classified vault. The same three individuals were present. The security director, a retired counterintelligence expert from the NSA, delivered a blunt response: Wilson’s rank and credentials were deemed irrelevant. They informed him that access to the program required meeting specific criteria, which he did not fulfill. However, the program manager disclosed a startling detail: the program involved the reverse engineering of technological hardware, specifically an intact craft described as “not of this Earth” and “not made by human hands.”
Frustrated and angered by this response, Wilson threatened to escalate the issue through the chain of command. He approached the Special Access Program Oversight Committee (SAPOC), only to be met with a stark warning: drop the matter or face severe consequences, including demotion and the potential loss of one or two stars from his rank.
Years later, Steven Greer released a National Reconnaissance Office (NRO) document containing code words that ultimately prompted Wilson to initiate his inquiry. By 2007, Dr. Edgar Mitchell publicly confirmed that the 1997 briefing had indeed occurred. It is believed that the recording and transcription of the conversation between Wilson and Dr. Eric Davis were intended for a limited audience at EarthTech International, an organization founded by Dr. Hal Puthoff. In the transcript, Davis (EWD) recounts Wilson’s (TW) acknowledgment that the April 1997 meeting took place as described. According to the notes, Admiral Mike Crawford and General Pat Hughes, then Director of the Defense Intelligence Agency (DIA), were present. Following the formal briefing, Wilson and Commander Willard Miller engaged in an extended two-hour discussion covering topics such as UFOs, MJ-12, the Roswell incident, and crash retrieval programs. Wilson demonstrated extensive knowledge of U.S. military encounters with UFOs as well as similar incidents involving foreign governments. He later confirmed the existence of an organization referred to as MJ-12.
The documents include a 2002 letter from Commander Willard Miller. This letter reveals that Dr. Eric Davis and Dr. Hal Puthoff—an engineer who participated in the U.S. military’s remote viewing program during the 1970s—were actively conducting research into UFO crash retrievals. In the letter, Miller stated that he could identify a senior military officer with firsthand knowledge of U.S. government “Alien Reproduction Vehicles” (ARVs) located at Area 51 and other related facilities. He also mentioned having a list of civilian government contractors potentially involved in the acquisition of alien technology, UFO crashes, and other related incidents. Miller had shared these details with Dr. Edgar Mitchell, who subsequently passed the information on to Dr. Davis in 1999, including an account of his 1997 conversation with Admiral Wilson.
